Maybe in Germany they are even more strict with emission testing. That is why then 750 in Germany must have a socalled disturbance air valve. That is mounted onto one throttling valve and during the test the tester pushes that valves so that air can enter the throttling valve thru that valve. And the DK/disturbance valves are closer to the intakes than the MAF where the air volume is measured, that means unregistered air comes in. So now the oxy sensor has to react quickly and feed back the new data asap to the DME's so that the system changes the parameters quickly.
If a oxy sensor is old and 'lazy' in reacting, that is the point where he marks on the test sheet 'not passed'. And you can try the next time again.

Fuel price is reasonably cheap, 1 Litre = 130 Yen
But the Highway fee is hefty, when I drive on the city Highway in Tokyo it costs me 700 Yen =
700 Japanese Yen = 5.07 British Pound
no matter if I use the next exit or not.

And a parking lot here in the center in Tokyo where I live costs per month a rent of 50,000 Japanese Yen = 362.34 British Pound.
No parking lot within a range of 2 kms of the registered home = no chance to register a car.
