for some time now and thought I was alone in having a leaking power steering - which only seemed to leak right on the pump itself. So today I cleaned off the pump housing and inspected the cap. The small hole is there as you describe. Took the car for a spin around the block and reinspected the power steering pump again and sure enough, there's a very small but tell-tale weeping of fluid at the top of the pump. Now that I know that, I can just keep my eye on the pump's fluid level to make sure it's not leaking vast quantities of fluid and wipe down the pump occasionally.
