The non-speed controlled input is for the backup or rear view camera. The speed controlled input is intended for BMW's front mounted split vision right angle camera. BMW does not want you to be able to use the front camera while underway. The split vision camera looks around corners/cars at a 90 degree angle to the front bumper...both left and right. It is a very expensive camera. I am unsure how the input is triggered on.

Now, about the RCA inputs...you would have to make your own. You can google the internet for rear view (or backup) camera installation instructions from BMW that will include wiring diagrams of the Video Module. You have to use the 26 pin connector to wire in the RCA pigtail. You would have to wire in a switch to activate the secondary input.
