It turned out being fuse #1 which controls current to the heater valves. It had a hairline crack which wasn't visible to my 45 year old eyes. I swapped it for the helluva it and it cured my problem. Gotta love those free fixes. I'm not sure which fuse controls the heater valves on the E32, but check it out and replace the fuse.
