u can jumper the relais to eliminate it, then remove the windshield washer reservoir. This allows u to get the heatshield off the starter from above, then u have access to the bendix contacts on top of the starter. now when u turn the ignition key you should have 12 volts right on the small stud closest to the engine, check also the big wire to the starter bendix and the big stud and strap going into the starter motor.

removing the starter is not trivial, i'd measure right on the starter first. I posted my starter overhaul story a few weeks ago. my Bendix got stuck from rust and would not pull in all the time.
