Found this on German 7-Forum:

Hi
I have had the same problem. Changed starter with no result. After checking almost everything that is mentioned in this thread I found that the positive battery-cable has a junction-point in the right footwell, where the cable goes from inside car to outside (engine compartment) and direct to the starter. In my case, the cable junction on the inside was lacking a M8-nut. I placed a nut on the cable-junction, tightend it and --- . Problem was solved.

The junction is placed under the right carpet on the passenger side on the wall to engine-compartment.
In my case I suspect that the nut has been missing for years because the screw was clearly affected of oxidation.

The other existing problem in Germany was:
Car was running well, when just visiting the post office and trying to start engine again, no start at all.

ignition off 12,6 Volt measured by DMM
ignition on 12,4 Volt
Trying using starter: power supply breaks down to between 5...7 Volts
Starter does not turn at all.
Using power supply from another vehicle to battery post under hood (jumper cable): no difference
Battery charged over night plus 1 day: no change
Using another battery in addition to existing one: no change
Battery tested under load: battery o.k.
Cleaning plus and minus battery pole and using contact spray: no change
Checking fusible links: all o.k.
Starter relay checked: o.k.

In this case the stater itself was defective.
