Subject: Fuel is not coming out the vacuum line is it?

Tou unbolted the FPR to see fuel right? The easier way to check fuel is on the driver's side under the intake. The two lines there are fuel supply and return.
How much fuel in the tank? I have had the exact same symptoms but the fuel gauge was defective and it was empty not 1/2... it pumped fuel and when I put a meter on it it showed fuel pressure at 60-70 psi rather than the normal 40-45 psi. Add fuel to the tank to eliminate the simplest solution first.
Failing this try sucking some fuel into the vacuum line from the FPR.
Simply disconnect the vacuum line from the regulator and insert it into a small container of 100ml (3 or 4 oz) of gasoline. Try to start. If the engine fires the injectors are not getting the signal from the computer. So DME or one of the timing sensors.
One is the CPS or Crank Position Sensor; it may be loose or defective. This is the sensor that plugs in beside the FPR and runs down to the crankshaft pully.
The other sensor plugs in beside this one and runs to the spark plug wire. See that it is not loose or cracked.
