To answer your questions in order:

1) Rear fog lights – I’m not familiar with Gussman’s site you refer to, but a great write-up is at bmwtips.com. rear fog light install It describes installation on an E39 but it differs in only two areas – a) The switch is placed through the dashboard itself on the E38 (remove instrument cluster to access), not through a plastic bezel, and b) the bulb holders are different in the taillights on an E38 (use p/n 63-21-8-381-244). Other than that all parts and wiring is the same. I have personally done this modification to both a 1998 528i and a 2000iL. One thought on why yours may not work, for the 2000 model year they changed dashboard switches from a four position ( 1-off, 2-front, 3-rear, 4-front & rear ) to a three position (no rear only position). The older switch is not recognized by the LCM in the newer cars. Do you have the 3 position switch?. Other than that I would say double check all the wiring & connections.

2) Headlight adjusters – parts required for an E38 are wiring harness – p/n 61-12-9-404-647 and vertical aim adjuster p/n 61-31-8-360-843 – see link to wiring diagram. (Again for E39 but same as E38) manual vertical aim wiring Unfortunately I don’t believe that halogen lights in the U.S. are equipped with the necessary aim motors, only xenon and non-US halogen lights have them.

3) I don’t think there is an advantage to adding manual adjustment to your 750 that has the auto level lights – that is a more desirable setup than manually adjusting. Also I’m not sure if both systems could be function at the same time or if they would fight each other.
