In regards to this statement, please refer to the ETM on page 1360-05.
The shield is NOT connected to the signal wires and the resistance you measured correctly indicates that. The high reading does not indicate lack of shielding, but lack of connection between the two (correctly so). Any lower resistance would indicate contact of the shield to the signal wires. Since the shield is connected to ground you would be grounding out your signal.

Time to look someplace else.
