Get hold of an inexpensive automotive test light... one with an incandescent bulb, not the LED kind. As a baseline, put the test light across the battery terminals to see how bright the bulb should be when battery power is applied to it. Once you've established that, check for power at your jumperwire installed in place of the relay... you may need to have someone crank the engine to do this.

Got power there? If so, go back to the trunk and probe the wire that supplies power to the pump (if you can connect the test light across the power and ground wires to the pump, that would be best in order to check the entire fuel pump circuit, not just power). Got power and ground there? If so and the pump still doesn't run, time to pull the pump out... looks like you may have a faulty unit.
