02 sensor has NO affect during start-up.
Now you have to check all the usual suspects. Have you checked the fusible link and connections at the battery? Fusible link is under the black cover near the battery... trace the secondary wires from the positive terminal). Have you checked to be certain the fuel pump is running?
My first course of action would be to replace the main relay (everyone should replace this if it hasn't been done in the last 5 to 10 years). Main relay is the silver/metal relay in this picture:

Orange relay is the fuel pump/O2 sensor heat relay. Remove it and insert a jumper wire as shown in this picture:

You should hear the fuel pump start and fuel moving past the fuel pressure regulator. If not check power at the terminal in the photograph with all the red wires running from it.
Do you have your OBC unlocked? If not unlock it and check voltage at 'B' or some say 'R'.
Test function 9 at this page
If it shows no voltage you have a link or connection issue. If it shows below 12 charge the battery. If it won't take more test the battery.
