That is usually the #1 culprit to IC failures. Mine were acting funky and got them replaced and everything works pretty well, i think i just have some lose wiring back in there or something.

I took my board over to Batteries Plus, not sure if you have any of those, and I got one of the guys there to solder in some new batteries for about $50 including the batteries.

The ones you have in there arn't like a normal battery connection like a CD player or remote would have. They are a little wacky. Some of the 7s were able to use an external battery pack but i'm not sure if you can rig one up for the e28 boards.
