Shift parties? Is that like an office party or company picnic where "regular" people drink until their shit faced, and then drive themselves home? I suppose thats O K, but cops having a party isn't? And quotas? What quotas? I've been a Chicago cop for 25 years, and I havn't written a ticket since 1988, and NO ONE has asked me to. And no, I don't work inside at a desk. I work the street, on the south side, in the inner city. Quotas are a fantasy dreamed up by people as an excuse why they received a ticket. No supervisor of mine ever demanded tickets, and certainly none ever placed a number on the amount of tickets that you were supposed to write. I and every other Chicago Police Officer was told that if we witnessed a violation to use our discretion and judgement as to whether or not a ticket should be issued. The only time someone ever DEMANDED that I write a ticket was when I pulled up at an accident and one of the involved parties came running up to me yelling "He's drunk", or "She ran the red light" and demanded that a ticket be issued, or an arrest be made. Thats the only time, in 25 years.
