that they have quotas to fill each month. They set up speed traps designed to catch NOT speeders - but normal folks fooled by the 50-30-25-50 virtualy un-market zones, make judgment calls not on hard data (like the radar gun on the floor of the back seat) and just write tickets on whatever mood they are in, etc.

Not to mention their "Shift Parties" where cops drink themselves shitfaced and quite cheerfully drive themselves home way beyond any standards of DUI.

I imagine there ain't any cops on the board who will honestly argue these points.
