using the brakes? The rusted pulse whell is usually indicated by the abs light coming on at higher speeds.

Light on from start-up is electronic fault.
Light on with first movement is bad sensor signal which is a bad sensor or a bad signal from the sensor due to mis-alignemnt of the sensor or a bad pulse wheel (broken teeth or other problem)
Light on at speed is a usually a deteriorating pulse wheel (rusted, corroeded, etc).
I don't know what the symptom you have indicates, but a little investigative work will pinpoint it.
