Also, petrolero has the following comments,

"...The extra gear is a relay to power the eyes directly at all times when the key is on. In other words, if installed the way Kenneth said to do it, yes they work fine but you have to have your parking lights on before they come on. The other option is to use the relay which came with the kit. It takes battery power from the positive jump-start terminal and supplies the ballasts that way. The signal to turn on the lights comes from a wire in the Engine Control Module which is the box with fuses just forward of the firewall on the passenger side. Thus, your lights will work all the time when the key is on..."
